On January 18, the 450MW renewable energy booster station of BCIGroup QinYun Basic in Guangling, Datong was successfully connected to the grid.
Launched in June 2022, the project was completed and connected to the grid on schedule despite multiple external challenges during construction, thanks to the strong leadership and support of the Datong Municipal Party Committee and Municipal Government.
This marks the completion of core infrastructure for Datong’s first “Source-Grid-Load-Storage + East Data, West Computing” project, and signals that the pilot project for the “Datong Super Energy Complex” industrial integration is about to enter its full-scale final sprint.

As a key national energy base, Datong boasts remarkable advantages in diversified energy complementarity and strategic location. Against the backdrop of rapid national economic recovery following the Central Economic Work Conference, power demand has surged across the country. Many regions have witnessed sharp increases in industrial electricity prices and the cancellation of preferential electricity policies for data centers. In contrast, Shanxi Province, as a major energy province, maintains a unique competitive edge: data centers here enjoy a unified preferential electricity tariff of 0.3 RMB per kWh under the provincial strategic emerging industry policy. Nevertheless, the city also faces challenges to its medium- and long-term sustainable development.
Against the implementation of the two national strategies — the Energy Revolution and Digital Powerhouse, how can Datong leverage its comparative advantages to achieve high-quality development in both sectors, and simultaneously advance industrial transformation and digital transformation? Relevant practices have demonstrated that moderately advancing the development and construction of infrastructure including integrated energy, networks, land, and water resources, supporting the high-end equipment manufacturing industrial chain for data centers, and actively implementing effective Source-Grid-Load-Storage integration solutions will solidify comprehensive energy costs and efficiency through market-oriented mechanisms. This will strongly underpin Datong’s role as a leader and model in the national East Data, West Computing strategy.
This is precisely the true industrial goal and vision of BCI Group’s Datong Super Energy Complex. Adhering to long-termism, advanced operation and management concepts, and a commitment to win-win outcomes for industry, government, and society, the project effectively addresses the dilemmas and contradictions between resources and industry, capital and governance, planning and implementation.
In line with Datong’s planning for existing and under-construction computing clusters, QinYun Basic has signed and developed renewable energy projects with a total scale of 1.98 GW in Pingcheng District, Lingqiu County, Guangling County, and Tianzhen County of Datong.
Accordingly:
- The 450 MW Source-Grid-Load-Storage 220kV booster station in Guangling County has been successfully connected to the grid;
- The 600 MW Source-Grid-Load-Storage booster station and transmission lines in Lingqiu County are under development and construction;
- The first-phase booster station for the 600 MW integrated energy project in Tianzhen County has been officially approved and filed.
Upholding the philosophy of open source and inclusive development, BCI Group QinYun Basic is committed to building a new generation of neutral, open, and inclusive super energy complex infrastructure, with a promise to provide zero-premium access to industrial partners. The company calls on all stakeholders supporting Datong’s industrial upgrading to contribute to the city’s implementation of the Source-Grid-Load-Storage integration strategy, take the construction of the East Data, West Computing Datong data center cluster as an opportunity, and help build Datong into a demonstration city for the “Two Transformations” in Shanxi Province.
