Datong, August 23, 2025 – The 2025 China Computing Power Conference, hosted by the Ministry of Industry and Information Technology and the People's Government of Shanxi Province, commenced today in Datong. Mr. Ju Jing, Data Industry Development Advisor to the Datong Municipal People's Government, delivered a keynote speech at the conference's main forum. He also participated in a series of high-level meetings, closed-door policy discussions on industrial strategy, and major municipal strategic investment promotion events.

Addressing top-level design experts, leaders from the internet and technology sectors, and industry specialists across computing power, energy, equipment, and networks, Mr. Ju Jing elaborated on the "Datong Model" for the computing power industry. This model aims to build a long-term sustainable industrial cluster through a vertical integration approach that creates a commercial closed loop.
As a nationally recognized energy powerhouse, Datong is increasingly becoming the "Green Energy Heart" of North China. Additionally, its abundant surface water resources, convenient transportation, and solid industrial foundation provide a robust base for developing a new-generation information technology industry.
Since landing its first hyperscale computing power infrastructure project in 2018, Datong's computing power infrastructure industry has been propelled forward by collaborative efforts from local government, infrastructure investment and operation entities, and global internet technology giants. Leveraging Datong's inherent resources and capabilities, the city has proactively planned a long-term, sustainable layout described as "One Horizontal Corridor, One Vertical Axis, Three Functional Zones, and Multiple Campuses":
"One Horizontal Corridor" refers to the strategic energy supply corridor for West-to-East Electricity Transmission, facilitating regional-level computing-power synergy.
"One Vertical Axis" is the north-south "information flow" backbone network transmission link encircling the capital.
"Three Functional Zones" comprise the Intelligent Computing Synergy Pioneer Zone, the Computing-Network Integration Support Zone, and the Storage-Computing Expansion Zone.
"Multiple Campuses" involve developing several hyperscale green computing power campuses and industrial ecosystems within Datong.
Mr. Ju Jing outlined the four pillars of the "Datong Model":
1.Adherence to a Vertical Industrial Model: Building a community-integrated ecosystem aimed at long-term sustainability. Beyond energy, Datong has invested significant effort in equipment manufacturing, network transmission, downstream applications, and talent cultivation. This vertical model is key to full-chain capabilities and positively feeds back into the local community, ensuring tangible benefits from industrial development.
2.Stable Policy Environment: Datong insists on a market-driven mechanism, believing that only market-validated models possess long-term vitality.
3.Commitment to Computing-Power Synergy: In the future computing power era, clean, reliable, and continuous energy should be standard. Datong's goal is true computing-power integration, leveraging local energy advantages to empower the computing power industry.
4.Focus on Real Demand: Currently, the overall occupancy rate of Datong's computing power infrastructure exceeds 90%, and its power consumption ranks second nationally, with a very low vacancy rate. This success stems from a consistent focus on meeting authentic market demand. Most assets have achieved a genuine commercial closed loop, creating sustainable, high-quality, and evergreen industries.
Since 2018, Datong has persevered for seven years, making steady, cumulative progress to build a vertical industrial ecosystem. This effort culminated in the successful delivery of the Guangling Computing Power Center, a Super Energy Complex, in 2025. This project is a representative case of the Datong Model and the world's first computing power infrastructure built on a locally integrated vertical ecosystem. The Guangling project marks the realization of Datong's vertical industrial model, commercial closed loop, and ecological cycle, representing a milestone achievement.
Mr. Ju Jing noted that Datong's ability to maintain strategic focus, adhere to its development path, and persistently support the computing power industry amidst a changing external environment is remarkable. From this perspective, the computing power industry should, and must, give back to the community and contribute to high-quality socio-economic development.
Datong is a city of brisk resilience, genuine warmth, and formidable strength. Mr. Ju Jing expressed his hope that the Datong Model would unleash Datong's power to illuminate the future of the computing power industry.
