On November 9, People's Daily, China's flagship newspaper, published an in-depth report titled "Actively and Prudently Advancing Carbon Peak and Carbon Neutrality" in a prominent front-page position. The article elaborates that over the decade since the 18th National Congress of the Communist Party of China, the nation's carbon dioxide emissions per unit of GDP have fallen by 34.4%, reversing the previous trend of rapid carbon emission growth. "Green" has increasingly become a distinctive hallmark of high-quality economic and social development.

The report features a renewable energy investment case by BCI Group in Shanxi Province. It states: In Guangling County, Datong City, Shanxi Province, a 100-megawatt hyperscale centralized renewable energy power generation base and supporting energy storage facilities are set to be operational by the end of this year. "This project will supply 150 million kilowatt-hours of green electricity annually to computing power infrastructure, reducing greenhouse gas emissions by approximately 140,000 tons of carbon dioxide equivalent," said Ju Jing, CEO of Shanxi Qinyun Basic Information Technology Co., Ltd. (BCI Group).

Optimizing the energy mix, adjusting the industrial structure, establishing market mechanisms, and increasing forest carbon sinks... Since the 18th National Congress of the Communist Party of China, under the guidance of Xi Jinping Thought on Ecological Civilization, China has placed addressing climate change in a more prominent position in state governance, implemented a national strategy of actively responding to climate change, promoted the comprehensive green and low-carbon transformation of economic and social development, increased the reduction rate of carbon emission intensity, and strengthened the Nationally Determined Contributions targets, achieving remarkable results in green and low-carbon development.
 
Over the past decade in the new era, China's carbon dioxide emissions per unit of GDP have dropped by 34.4%, reversing the trend of rapid growth in carbon dioxide emissions, and green has increasingly become a distinctive feature of high-quality economic and social development.
 
In his report to the 20th National Congress of the Communist Party of China, General Secretary Xi Jinping clarified the overall development goals of China by 2035, one of which is that "green production and lifestyles will be widely adopted, carbon emissions will steadily decrease after peaking, the ecological environment will be fundamentally improved, and the goal of building a Beautiful China will be basically achieved." The report also made arrangements for "actively and prudently advancing carbon peaking and carbon neutrality".

Building the "1+N" Policy Framework to Steadily Promote Carbon Peaking and Carbon Neutrality

 
Recycling and sorting, cleaning, slicing, drawing, weaving... After 12 professional recycling and regeneration processes, waste plastic bottles are given a "new life". Eight plastic bottles can be made into one piece of clothing, and 14 can be made into one tote bag. Liu Xuesong, General Manager of Beijing Baopu Recycling Environmental Protection Technology Co., Ltd., said, "From 2019 to the end of last year, we have safely recycled more than 17 million waste plastic bottles and realized their circular utilization, reducing carbon dioxide emissions by about 1,635 tons."
 
As a practitioner of ecological civilization and an actor in global climate governance, China has taken solid and effective actions to reduce pollution and carbon emissions. Statistical data show that in 2020, China's carbon emission intensity dropped by 48.4% compared with 2005, exceeding the target of a 40% - 45% reduction by 2020 committed to the international community.
 
In September 2020, President Xi Jinping officially announced at the General Debate of the 75th Session of the United Nations General Assembly: "China will scale up its Nationally Determined Contributions, adopt more forceful policies and measures, strive to peak carbon dioxide emissions before 2030 and achieve carbon neutrality before 2060."
 
China has built a "1+N" policy framework to steadily advance carbon peaking and carbon neutrality. Last year, the Opinions of the Central Committee of the Communist Party of China and the State Council on Fully, Accurately and Comprehensively Implementing the New Development Concept and Doing a Good Job in Carbon Peaking and Carbon Neutrality Work and the Action Plan for Carbon Dioxide Peaking Before 2030 were successively released, providing top-level design for achieving the "dual carbon" goals and clarifying the timeline, roadmap and construction plan. Since then, implementation plans for key areas such as energy, industry, urban and rural construction, and transportation, implementation plans for key industries such as coal, oil and natural gas, and steel, supporting guarantee plans for scientific and technological support, financial support, and statistical accounting, as well as carbon peaking implementation plans for 31 provinces, autonomous regions, and municipalities directly under the Central Government have been formulated and implemented one after another.
 
The synergistic effect of economic development, pollution reduction and carbon reduction has become prominent, remarkable results have been achieved in the energy production and consumption revolution, industrial low-carbonization has provided new momentum for green development, the carbon sink capacity of ecosystems has been significantly improved, and green and low-carbon lifestyles have become a new trend.
 
 

Steadily Promoting the Adjustment of Energy Structure and Building the World's Largest Clean Power Generation System

 
In Guangling County, Datong City, Shanxi Province, a 100-megawatt ultra-large-scale centralized renewable energy power generation base and supporting energy storage facilities will be put into operation by the end of this year. Since the 18th National Congress of the Communist Party of China, China has promoted the energy revolution, vigorously developed and utilized non-fossil energy, and promoted the green and low-carbon transformation of energy. It has built the world's largest clean power generation system, with the installed capacity of full-caliber non-fossil energy power generation such as hydropower, wind power, and photovoltaics exceeding 1.1 billion kilowatts. The installed capacity of wind, solar, hydropower, and biomass power generation ranks first in the world. Over the past ten years, the proportion of coal consumption in primary energy consumption in China has dropped from 68.5% to 56% last year.
 
The construction of the national carbon market has been vigorously promoted. In July 2021, the national carbon emission rights trading market was officially launched for trading. The first compliance cycle included 2,162 key emission units in the power generation industry, becoming the world's largest carbon market covering greenhouse gas emissions. As of October 21 this year, the cumulative trading volume of national carbon emission allowances in the national carbon market has reached 196 million tons, with a cumulative trading volume of 8.58 billion yuan, and the market has operated smoothly and orderly on the whole. By effectively giving play to the role of the market mechanism's incentive and constraint, it has controlled greenhouse gas emissions and promoted green and low-carbon development.
 
In Mengsu Economic and Technological Development Zone, Yijinhuoluo Banner, Ordos City, Inner Mongolia Autonomous Region, the local government and Envision Group are working together to build a zero-carbon industrial park. "Eighty percent of the electricity in the park is directly supplied by renewable energy power generation in the region, and 20% is traded with the power grid, that is, green electricity is purchased through the power trading center, and finally 100% green zero-carbon energy supply is achieved," said Zhang Yuan, Senior Director of Zero-Carbon Strategy of Envision Group.
 
Li Gao, Director of the Department of Climate Change of the Ministry of Ecology and Environment, said, "Through unremitting efforts, China has achieved a win-win situation between economic development and pollution and carbon reduction, and green has increasingly become a distinctive feature of high-quality economic and social development."
 
 

Fully Implementing the Spirit of the 20th National Congress of the Communist Party of China and Implementing the "1+N" Policy Framework for Carbon Peaking and Carbon Neutrality

 
Over the past decade in the new era, China has vigorously developed the green and low-carbon industry, and the industrial structure has been continuously optimized and upgraded.
 
It has continuously strictly controlled the blind expansion of high-energy-consuming and high-emission projects, eliminated backward production capacity in accordance with laws and regulations, and accelerated the resolution of overcapacity. Strategic emerging industries have developed rapidly, with the sales of new energy vehicles reaching 3.52 million units last year, ranking first in the world. Over the past ten years, China has supported an average annual economic growth of 6.5% with an average annual energy consumption growth of 3%. The energy consumption intensity has dropped by 26.2% cumulatively, making it one of the countries with the fastest reduction in energy consumption intensity in the world, which is equivalent to saving about 1.4 billion tons of standard coal and reducing carbon dioxide emissions by about 2.94 billion tons.
 
Over the past decade in the new era, China has scientifically promoted large-scale national afforestation, and its carbon sink capacity has been continuously improved.
 
At present, the national forest coverage rate has increased to 24.02%, and the forest stock volume has increased to 19.493 billion cubic meters, making China the country with the largest increase in forest resources in the world. The comprehensive grassland vegetation coverage rate has reached 50.32%, and the wetland protection rate has reached 52.65%.
 
Over the past decade in the new era, adhering to the concept of a community with a shared future for mankind, China has injected strong impetus into promoting global climate governance.
 
China has constructively participated in the multilateral process of climate change and made historic contributions to the conclusion, entry into force and smooth implementation of the Paris Agreement. It has continuously deepened South-South cooperation on climate change response. By the end of August this year, it has arranged more than 1.2 billion yuan and trained more than 2,000 relevant personnel from developing countries.
 
At the recent academic event of "China's Decade of Addressing Climate Change" and the 10th Anniversary of the Establishment of the National Climate Strategy Center, Xie Zhenhua, China's Special Envoy for Climate Change, said that over the past ten years, China has achieved remarkable results in green and low-carbon transformation, and has embarked on a path of green, low-carbon and sustainable development in line with national conditions. It has provided a reference for developing countries' low-carbon transformation and made contributions to global climate governance through practical actions and achievements.
 
"The 20th National Congress of the Communist Party of China has clarified the direction for China to further do a good job in addressing climate change," said Li Gao. We must adhere to taking the synergistic effect of pollution reduction and carbon reduction as the general starting point for promoting the comprehensive green transformation of economic and social development, and strengthen comprehensive governance, systematic governance, and source governance; actively and prudently promote the "dual carbon" work, implement the "1+N" policy framework for carbon peaking and carbon neutrality, and accelerate the promotion of green and low-carbon transformation in key areas; promote the implementation of the National Climate Adaptation Strategy 2035, and accelerate climate change monitoring, early warning and risk management; actively participate in global governance on climate change, and continuously contribute Chinese wisdom, Chinese solutions, and Chinese strength to promoting the construction of a fair, reasonable, cooperative and win-win global climate governance system.
